I cannot afford my auto insurance in Miami, Florida right now. If I follow traffic laws and avoid accidents would there still be penalties for just not having insurance?

According to the FL state statutes, yes, it is illegal to operate a vehicle without insurance in Miami, Florida or anywhere else in Florida.
If you did happen to break a law, or even worse got involved in an accident, and were found by police officer to be driving without insurance you can be convicted. Car insurance is required for a registered cars in FL to be on the roadway.
The Department of Highway Safety and Motor Vehicles states that they are authorized to suspend your driving privilege, including your car registration and tag for up to 3 years or until proof of Florida insurance is provided.
Even if you were not stopped by the law enforcement officer due to following the rules of the road and staying out of accidents, normally the HSMV would find out from your previous insurance company that you cancelled your policy and see that a new policy was not started and thus you have a lapse in your auto insurance.
